What exactly does this module do?

I have created a few modules that send emails to users, one of them being a mass-mailer that sends mails to all users in a role or individually named users. So I'm thinking it's possible I can use this module to make my modules better, except that I'm not sure exactly what it does! Is there some documentation somewhere I that I can read to find out more about it?
