add new block on the same themes...

hi,
how do I add new block on the same themes
The themes is http://drupal.org/project/fourseasons contains (content, footer, left and right)
I want to add block is (content top and content left)

I am reading, thinking u need to add regions not blocks?

after the regions are in place, u can add blocks to the regions.
