Workflow - Aprove anytime u click on submit

Drupal 5 works like this

1. user create a node
2. the admin goes to node --> publish
3. user edit the node aprroved
4. the admin only knows user has edit it on node revision

the step 4 is the problem, are there any module that lock the modifications user did on node and only modify the changes when admin aprove it ?

Like bureocracy works ^^
every change in everywhere needs to be approved
