unchecking insert /modify image doesn't remove it from the toolbar

hello.

when I try to uncheck the insert / modify image from pegoeditor's toolbar administration, I still see that button even when I am logged in as a normal user.

When you uncheck the "insert/modfify image" from the toolbar, it does removes that button from the editor.
But it leaves untouched the "insert/modfify image" button of the IMCE plugin: currently there is no way to remove some buttons provided by plugins (either you activate the plugin or you disactivate it).
And currently there is no distinction between logged and not-logged user (you have only 1 editor configuration for the entire site). If you need this feature, there is a trick to do it: contact us on http://www.accessibleeditor.org/ through the forum (it is the right place to discuss those subjects).
