Updated to Drupal 5 with some fixes and additions.
Blocks tabs only appear when the block dispalys on right side or left side with title. If no title title tab wont appear.

Added tilte specefic features to blocks. If no title is specified in block, then no title tab for blocks.
Fixed Block width.
Block title only displays when the block region is left or right. For otehr regions no block titles.
