add a pref for 'omitted vocabularies' preference where admins can hide taxonomies from view. see taxonomy_dhtml.module for an example of this technique.

Let me make sure I understand how this would work with the subscriptions module: "Omitted" taxonomies would simple not be displayed as an option on the subscriptions page and might also be filtered from direct link subscription attempts as well. Would that meet the requirements of this request?
