I created rotor view and placed in "front preface sidebar" Background is white and would like to be transparent as other blocks. Works fine in Firefox.

You mention that it works fine in Firefox; what bowser(s) are you having issues with?
Also, please provide a link to your site so that we can take a look at what's going on.

Only IE7 & IE8

Did you check-out screen shot I attached?

A little background: I created a content type "testimonial" and then created a view "testimonials"; added a block display with "rotor" row style. Now a series of textual messages/testimonials fades in-and-out in testimonial block.

Precisely the same problem for me. Doesn't matter that Rotor Banner View is placed in Front Preface Sidebar. It will show up as white with white text in any block, and only in IE.
