SMS sending method not available even if activated

Description
I have two problems:
1. I can't select SMS method to send notifications from both admin and user pages (see images 1_).
2. I just get notification via email, but not via SMS. Even the message log record both transmissions (see image_2).

SMS is fairly complicated and I think requires some additional setup with a carrier to work at all. Please gather some more information to be sure that it is on the messaging hook side of things, not either the SMS module or most likely just the configuration therein. The fact that the other messages are working would seem to indict the latter, but perhaps there still could be something wrong with messaging_sms. Is it working or not working for anyone else that could provide guidance? I haven't actually used the SMS functionality personally.

First make sure the SMS modules work by themselves. Then reopen if the problem still persists.
