Please help,

When I go to manage blocks with my custom theme, on the list doesn't show the navigation menu block item, but when I change to other theme the navigation menu show up on the list as normal. What's wrong? I have correctly declared the three regions I need (right sidebar, content and footer) into the .info file and the theme code are fine.

In my situation theme name was too short (three symbols) I've renamed it to 5 chars and 'Navigation' is back again.
Is it a bug? %)

It's a bug -- thanks to your comment I was able to solve my issue (theme with only four letter name…)
