Unable to add exposed view filter to panel

It seems that views with exposed filters do not appear in panels.

Details
1) Block for view with "Expose Form in Block: Yes" set doesn't doesn't appear to be selected for addition to a panel.

2) View with exposed filter, when added to panel, doesn't display. It just doesn't appear when viewing the panel after it's been added. When I check that view's URL (not in the panel), I see the exposed form and the view works perfectly. But it won't show up in the panel when embedded. Next, I tried creating that view as a "View Pane" but that display of the view was embeddable but wouldn't display.

I've attached the view in question, the display I attempted to add was "Page: Zip Code Filter". I deleted the view panes I had added for testing purposes.

Workaround:
I installed Insert View module, embedded the view in a node, and embedded that node in the panel.
