Web Links: Random, Recent, Most Popular, etc. shouldn't disapear when selecting "Blocks by group"

That message should not come out unless a "Blocks by group" setting is checked when the page is submitted.

Yea but if you remove all the Checks that message still comes up for each group.

With #498208: Block settings changes you also now always get an "Unclassified" block.
