I think Triggers and action could work if you made your own action. (http://drupal.org/node/142154, http://drupal.org/node/172152)

For a less "hands on" approach check http://drupal.org/project/notify, http://drupal.org/project/notifications and as mentioned before http://drupal.org/project/rules.
