There's this thing on the side of the posting form at #472590: Meta-issue: Make posting form more like phpBB's which is essentially a block with filter tips in it. (whether BBCode is on, whether they can post images, etc.)

It's a bit more than filter tips I think, because our filter tips actually kind of suck from what I can tell. I'm not sure it really needs to be at the side, though I admit it is nice over there as it's easier to see.

I'm going to downgrade this to minor. Most people will look to the toolbar for guidance, methinks.
