Description
Sometimes I don't have all my modules enabled on my localhost when I'm going through and extracting their translation templates. I don't see any need to limit the list to only enabled modules/themes as the extraction worked just perfectly.

In the case of a module that has dependencies on other modules, to be able to extract the translation templates without to first enable it is very desirable.
