But CAPTCHA 6.x-1.x is not actively maintained anymore, the CAPTCHA 6.x-2.x branch is now the active one, so it would be better if you would spend your time in translating the 6.x-2.x branch.

In attachment you'll find a Hebrew translation file for 6.x-2.x where I tried to recycle the translations from your po file
(with msgmerge --compendium ../../captcha-DRUPAL-6--1/translations/he.po --no-wrap -o he.po /dev/null captcha-module.pot)
