Are the order of the modules important??

Must i active this module before i insert the taxonomy terms??
And another question. In some searches it appears the term TEMPORARY TERM. I read in somewhere that rebuilding the tree is sufficient for delete this term, but when i try to rebuild the system don't do nothing...
