I have a newly checked out version of drupal, acidfree and filemanager. I have not patched filemanager with the acidfree "private" patch as my files are all public. I have the symptoms listed in:

Also, although the max files is not honored, the max directory size is, but when the max size is reached files are no longer moved from working to active. A new directory is not created...

What does newly checked out mean? Are you checking out under a tag or head?
