Issue Summary
Roles of which the permission rule "access administration pages" (within the "system module" group) is checked, can configure the module. It would be better, if a separate permission rule could be set to authorize roles to configure this module.
This would allow removal of the menu entry "Administer > Site configuration > [Module name]" whenever a role is unauthorized to configure this module, but is authorized to access other administration pages (such as Site building).

I created a new permission called Administer splash. Fixed in CVS, but it won't be out in a release until next week so I can bundle a bunch of fixes at once.
