Public Signup Form

Hi,

Is it possible to display a form on a website to sign up for notifications. For example a page in '/news/subscribe' I'd like to have a webform, which upon submitting adds the user (or ideally anonymous user too) to a subscribe list which gets notifications when the 'News' content type is updated. Or a weekly update of all new (if any) 'News' items.
