File Attachment Module - Assistance

Hello,
I'm looking for the best module(s) that will allow users of my site to upload files and that will also allow other users, with the appropriate permissions, to download the files.
I'm using drupal 6.12. I know the Attachment module for 5.x exist http://drupal.org/project/attachment .
I guess my question is, is there anything available like the Attachment module for drupal 6.x?

Lets you set permissions for directories, users etc
You can set limits --size, the type of content that can have attatchements and a users base dir
Its really for file management and uploads but it does a lot more, so take your time setting it up and setting user permissions.
You set the attatchment ability in "content types"--> the content type , I think its above "workflow"
It also has the attachment info, meta data. The link below shows an example (scroll to the end of the article
