Issue Summary
Per #472934: Meta-issue: Make topic listing look more like phpBB's:
phpBB has the ability to post "Announcements" which are themed specially above the rest of the topics in their own list.

I'm not sure how necessary announcements will be, when we already have a news & events section elsewhere. This is one of those areas where forums are doing more than forum work.

This is actually just sticky posts, which should be displayed in a separate table above the rest of threads. Sticky threads are helpful when we have instructions just for specific forum, like in paid services there are specific posting rules.

In PHPBB announcements are separate from stickies.

That's right. Are we going to add an extra node property i.e. announcement? flag module? I have been so far happy to relabel sticky threads as announcements.
Now #2 makes sense to me, if we put sticky property to the job than adding another one.
