Issue Summary
I feel that reordering of the FAQ is not an administrative feature, it is a user feature. So keeping it in the Admin area and requiring "Administrate FAQ Module" permissions doesn't seem like the right setup for that sort of thing. I suggest making this feature have more granular permissions.
The admin should be able to assign certain roles to be able to reorder the FAQ and perhaps have a link on the FAQ page for those users who have the ability to do so.
On a side note, this area would work much more like the rest of drupal's interface if it used the draggable items like the menu area of the administration.

Thanks for the suggestion. I can't test it on the site I just finished because we have already trained the client, but I will try it on the next site I use the FAQ module on. Thanks for the suggestion. I am not sure how the author wants to handle this request so I will leave it active for the time being.

Thanks to FatGuyLaughing there is now an 'administer faq weights' permission, and the ordering of faq weights has moved to the faq page itself, as a tab. This allows users to re-order the questions just on the faq page, or categorized faq page. I've opened #614378: Add drag-drop faq question ordering to handle changing the weight form to be drag and drop.
