File engine - Cache write error presented to users. Should log by default and only display for Administrators

While using the file engine, we're getting some issues related to the $key being too long and causing the fopen to fail. (anther issue filed for this)

This causes a pretty ugly error to be presented to users.

This error should only appear for administrators and should log that it happened.

The attached patch does this.
