Do not show "Add a new Comment" link when comments exist

In comment.module, the "Add a new comment" link is only shown if there are no existing comments, otherwise it simply displays "X comments", which links to pretty much the same place as the "Add a new comment" link.

This small patch prevents both these links from displaying at the same time. Committed already.
