I have my tags like such:

tags/oranges
tags/apples

Rather than doing

tid/23,34

I would to do

tags/oranges,apples

How can I get this to work?

This is not currently possible and I don't think we should add it to Pathauto's core. It would create an enormous number of aliases and those aliases are never presented to users so it seems they would be low value and a drain on performance.
