Allow Moderators to edit & block users without administer users permission.

Hello,
Unfortunately I have to give my moderators "administer users" rights in order to allow them to block and edit users. Is there a hack, that allows this for specfic users without giving them administer users rights?

I don't know what sort of modules you already use, but you could check out the advanced forum module (http://drupal.org/project/advanced_forum) and some of the other contributed modules that go with it (find a list of them here http://drupal.org/node/227121).
modr8 (http://drupal.org/project/modr8) or abuse (http://drupal.org/project/abuse) might be what you are looking for.
