Action: rebuild user path

To do so you need an action that rebuilds user paths. Maybe the node paths action can serve as a starting point. I won't have the time to work on this in the near future.

VBO doesn't need to provide every possible action, other modules can do that as well. Judging by the amount of interest in this issue, it's safe to mark as "won't fix".
