Dash board Featured Notes, Could this be added?

Description
When you login to the administration area for Drupal you'll see sticky messages in boxes. I was wondering if theirs a way to show added notes to that. And maybe a link to view all notes from that? Or even just to have a icon that if you click on it on every page it saves the url your currently on, timestamps it, saves it with the message that way you could refer back to it later in time. Rather then always going back to the sitenotes located at the configurations area.

I don't see any such thing when I go to admin, unless there are errors being displayed with drupal_set_message(), so I don't really understand your request. I could probably add a block with a title list to Sitenotes if that would take care of it.
