Blockbar and Javascript-disabled sites

Someone came to me just now and said that they cannot view any of the menus because they keep Javascript disabled. Now, I understand that yeah, all they have to do is enable Javascript, but can you add an option for default to show all blocks or default hide all blocks, able to be toggled? When I installed it I worried about them all being closed.
