Media API and Media upload modules enabled.

Problem
Both "New file" and "Embedded file" tabs are shown on the first page load. See the attached image.

Other Notes
Clicking on "Embedded file" and then back to "New file" properly hides the inactive tab, so it seems to be limited to an initialization problem.
