Views duplicate rows for multiple terms

Description

I'm not sure if this is on purpose or a bug, but this isn't the behavior I desire.

I have a taxonomy for locations (buildings and departments) and I am getting one row each for my views, rather than a combined row with both terms in it.

Also note that the hierarchy of the terms is not preserved in the select list, but it probably should.

there is an option with "group multiple values" (or similar) when editing the field in views. this option should be checked
