Setting comments to readonly still allows comments to be posted

When setting to readonly, the "add new comment" link still shows up and allows you to add a comment. If the form is set to be on the same page, it does disappear and individual comment nodes do not have the reply link. Setting to disabled removes the "add new comment" link, but you are still able to add a comment if you know the URL.

As a side note, fasttoggle seems to be confused by nodecomment as well, still showing the option to "lock comments" even when it is set to readonly. Just putting a note here for the moment, possibly needs an issue filed in its queue once this issue is resolved if the problem doesn't go away.
