The view statistics tab (email history) appears regardless of permissions, so anonymous users can see it.

Yuck.

Fix pending, but the easiest workaround is to visit admin/build/views and click on the "Disable" link for the view labeled:

Default Send view: send (send)

This should be sorted. The send tracking views are no longer located on that tab, and when they are there, they rely upon a permission.
