view statistics appears to anonymous users regardless of permissions

Issue Summary

The view statistics tab (email history) appears regardless of permissions, so anonymous users can see it.

Yuck.

Fix pending, but the easiest workaround is to visit admin/build/views and click on the "Disable" link for the view labeled:

Default Send view: send (send)
