Add full theme inheritance and settings defaults to .info files

Description
The Zen theme already does full theme inheritance for theme settings forms. But until #481142: Theme settings forms are not inherited by sub-themes is fixed, we need a contrib module that does this.
And putting theme settings default values in .info files would also be a nice feature to have.
