Probably as a result of what was pointed out here http://drupal.org/node/446818 but WebFM does not take into consideration the Date and Time settings in the Drupal installation and gets the upload time after the server's timezone.
This can be very confusing for a file uploaded in Spain on a site hosted in the US, for instance. Specially since users are not (should not be) aware of this.
