Simple as that, to allow for finer grain control over when and where it shows up.

I am ending up duplicating almost everything from the block.module. I wonder if it wouldn't be better if the module simply provided a new (empty) block..
Can you t hink of any issues with this approach?

I agree that there needs to be more control over the positioning of the feedback tab.
