Can't add/edit content on panels - redirects to

I start at the main panels page in an organic group and click "edit content," under "operations." There, I am taken to the layout I had previously selected, and when I click one of the plus signs in the corner of one of the boxes, to add content, I just get redirected back to the main panels page!

What's happening?
