I recently contributed a module called User Terms that does effectively the same thing, only with more customization and functionality. There are some features of User Tags I'd like to port over, though, so I think this is a good candidate for merging.

Which module namespace are you keeping?
I'd vote for "user terms" as the clearest.

Ok I had a look at user terms and dont see any issue with this. lets get one more dupe of the project list i guess ;)

User dipen chaudhary has just contacted me about this module, and so at the risk of complicating matters further, here's the code I worked on before I knew that either of these two modules existed.

Note that parts of this are incomplete -- I only coded as far as I needed for my project.
I think there's a few things of interest to whoever takes on the job of merging these modules: the views support first of all, and also the use of taxonomy module's taxonomy_form() to get the form element in profile_taxonomy_form_profile.
