I am trying to use the site map to only display the top level of a hierarchical taxonomy. No matter what I enter in the 'Categories Depth' field, all, 0 or -1, it always displays all of the categories and subcategories. I don't know if it matters, but I am displaying 3 categories in the site map.

"Categories Depth" is not used to decide what is displayed on the site map. It is used to build the taxonomy links that controls what you see on the taxonomy/term pages.
