This is a bug in comment notify module: #476526: key($available_options) is not an array or object causes PHP notice and defaults don't work.

But in the meantime, it seems like the format has changed slightly, too.

As you found this seems like the wrong way to solve it and it's fixed in comment notify now. If you'd like, I can roll a new release.
