cache voting results

Issue Summary

Voting results could be cached using the cache system. We have to check if it is useful to do this, using benchmarks, because votingapi already has an internal cache.

This is more important than I thought, since IVR results might be random and shouldn't vary. (Thanks Chris: http://drupal.org/node/92081)
