Workflow vocabularies (or Workflow taxonomy)

Presently, this module can set view and edit permissions for fields based on roles and workflow states. Wouldn't it be great if we could do the same with vocabularies? Just like a filed, admins would set, for each state, the roles who could view or edit that vocabulary. This module would become a complete workflow/access module able to control almost everything on a node.
