We've done some card sorting on module categories. Consensus was:

- We should limit "broad" categories to 10-15 so as not to overwhelm people
- We should have sub-categories under that
- We need to be able to tag modules with more than one category

Questions:
- Will we be able to 'free tag' these or pick from a list?
- Who will be able to do this once the site goes live?

Hmmm.... is this resolved? I think so. We have categorization for modules implemented on drupal.org. Webchick you opened this one, so I'm not going to close it. I'll mark it as fixed though. Let me know if I do so in error.
