Issue Summary

In the D6 port of hosting the 'delete' local task is showing before the site has been disabled.

As a footnote I don't think 'restore' should show until a backup is made.

I committed a fix for this in the CVS. The trick is to use access controls to show/hide the tabs based on the node status.
