Does recurring billing actually work in 5.x-3.6?

I installed Ubercart only to find that the recurring billing may not be fully baked. So now I am looking at ecommerce module. I've seen some responses to issues that indicate that Google Checkout is not fully implemented in EC 5.x-3.6.

I am going to be building a custom payment module so Google Checkout support isn't critical; my main concern is whether or not there are any working recurring billing implementations in EC 5.x-3.6 that I could use as a baseline to start from.

In particular, are there any working recurring billing implementations that drive off of a remotely hosted third-party payment processor (such as 2checkout)? Does ec_recurring have full support for post-initial-sale events such as rebills, cancels, refunds, chargebacks?
