Regarding the main Handbook page: I didn't know until just now, when I scrutinized the list of links under the "About Drupal" heading and wondered why there wasn't an actual "about drupal" page, that the heading text is a link to the page I was looking for. It doesn't look like a link; it looks like a heading. I suggest either removing the link and adding the "About Drupal" text to the list of links under the heading, or making the heading look like a link.

Obviously, the solution should be implemented for all headings on the Handbook page.

this is a theme issue with Drupal.org theme. Not sure if the hover on that page can be changed to make the links to the top level's of the various pages more appearant.

The page is inconsistent as all the headers possess a link except for "Theming Guides", those headers also appear to have duplicate links listed with slightly different wording in their respective sections.

Theming the header links would indeed help distinguish them from a plain header, however I think that it would be better to clean up the structure of the page, removing the links from the headers altogether (Unless they were done that way for SEO purposes).

We switched themes and this is no longer an issue.
