Allow user defined order of tags per node.

Description
A great addition for a new release of this module would be the ability for a user using either select boxes or, if JQuery is present, a drag and drop interface for which a user could reorder the importance of tags on a per node basis. This allows for a user to define what is more important to them in a very flexible way.
If no user defined order is given, the default of what was entered first remains.
