Older revisions are reverted to upon saving

I am using the revisions module and revisions moderation module to track and make changes. When I edit an older revision and save it, it makes that older revision the current revision. This is not the intended or expected behavior. I would like to be able to edit an older revision and save it without making it the current revision. Any thoughts on how to do this?

UPDATE:

I found that this happens whenever I update an unpublished revision. For instance, if I edit revision 8 of node 6, which is the active revision, revision_moderation creates a new, inactive revision of revision 9/node 6. If I edit revision 9/node 6, even putting that revision into moderation, it is set as the current revision. If I edit revision 8 of node 6 again, revision_moderation works as expected.

Any thoughts?
