Splitting Module into two modules (Better Formats and Filter Tips)

Hi guys. I think it would be nice if this module were broken into two modules. The options for simply altering the appearance of filter tips is many times requested on drupal.org. But the users requesting this may not necessarily need all the functionality provided by this module.

So why couldn't we just have the better formats module and then a filter tips module as a submodule of better formats? They could reside in the same package, if you wanted. But then users could choose to enable "filter tips" module without enabling the "better formats" module.
