Default fresh installation of Drupal 6.12
with no extra modules

Only bestreply [6.x-6.4] used.
Permissions set.

Best reply settings :
Clone and Move to top: Yes
Collapse reply: No

Comment settings:
Flat expanded and Date - oldest first

When an auth user chooses one reply as
best reply momentarily the reply goes
to the top.

But on page refresh or if another user
visits the page the best reply is no longer
at the top.

Looks like the jQuery functionality is working but the theme changes haven't been made.

Thanks a lot.
It seems to be working alright now.

In future you may consider adding
Site configuration › Best Reply › Settings

Move the comment to the first comment position, and for this make necessary changes in comment.tpl
